IIRC he was since Enel gave him around a minute to for him to do whatever he wants. Him being disinterested doesn’t equate to him having a passive ability. It’s a conscious decision
Logia abilities aren’t passive though. They have to activate when they want to become intangible.
Also Sabo is a relatively new DF user so Oda can go that route if he wants

Interesting take, but how confident are you with Fuji staying loyal to the WG with everything considered so far? I think it’s likely he deflects or has a fight with Ryokugyu or Akainu.
