Yes they can use there powers but they are not forever bound to there zoan states. Luffy is. What aren't you getting about this? Kaido doesn't have flame clouds constantly around him.

Read what i said. Marco is not constantly in his PHOENIX form.....the transformation. Luffy however is constantly in his Rubber ZOAN with no ability to turn it off. Also Marco has hybrid transformations so stuff going through him in human for is not a valid argument unless you are saying Luffy...

All other mythical Zoans are not constantly in there zoan state. They can transform. Luffy's zoan transformation should be a rubber man.
