The narrative is always more important than power levels, but failing to write a character's evolution in a way that keeps power levels consistent reflects poorly on the author. You treat narrative and power scaling as if they were unrelated tropes, when in fact they are intrinsically connected.

I know we're tired of nepotism or excessive connections in One Piece, but it wouldn't cost Oda anything, during the course of writing One Piece, to establish Zeff as being part of Roger's or Rocks' crew.
