Gunko fits your description of weakling better than Shamrock. While I don't agree with his tactics he's clearly not a weakling. if that's what you truly believe I'll leave you to it. I could believe that, there's definitely more to the story of King Harold's death than we've been told so far.

Shamrock is an end-game type of character. I doubt he will be making a return to Elbaph this arc. He was called away so Oda could save him for later.

This has been pretty evident for quite some time now. King Harald was probably working with the WG, so he is changing the nation to "peace" rather than war. He was weakening Elbaph for the eventual WG takeover.

Shamrock likely isn't coming back this arc. Oda isn't going to pack him up so soon after introducing him. The Holy Knights can all lose here though.
