Idk about him being the final villain, but he's so arrogant to the point that he probably believes he deserves to be the one who wields Imu's powers. I wouldn't be surprised to find out his loyalty is fake. He might make a move for power but not become the main villain.

It's a tone issue. Are we supposed to sympathize with Ginny but also root for everyone who's acting like an animal toward Shakky? I get that he often shows both sides as somewhat sympathetic, but the tone issue this time is very glaring. Wano also had some of this going on.
I've been wondering if Gunko was raised from birth as a servant/vessel for Imu. Some kind of high priestess situation or maybe she's from a family of Imu royal servants. The Blade of God is an awesome title for her
