Those strong Devil Fruits allowed them to live long enough to become strong. There could have been many people with the potential to become top-tier but were killed during their rise because the basic fruit didn't give them much help.

The thing is 'Admiral Candidate' doesn't tell us anything. Were they just some of the characters Oda was considering using for new Admirals or were they actually considered 'in story' for the position? If 'in story' then how many others were considered and what was the reason they weren't picked?

Those walls could have been built with Devil Fruits like the Island fruit or stone fruit.

It depends on why they were considered for "Admiral", how many others were, and why they were denied the position. Maybe half of the Vice Admirals were considered and all were turned down because they were only Momonga Level.

You also have to consider the Ancient Kingdom might have been unwilling to erase islands of people to save themselves.

The Admirals might be the 'Ultimate Power' just the same as the 5 Elders are the 'Highest Authority'... a lie to confuse the rest of the World.

The Marines have a specific job... policing the seas and protecting the affiliated nations from pirates. Sure considering they're everywhere they might get involved in other areas but pirates are their primary duties. The reason Admirals are sent to deal with people who touch Celestial...

Right... I've been seeing a lot of threads about Hancock joining the Cross Guild but It just makes no sense to me that she would pass over joining Luffy, the guy she loves, and join some people she doesn't even know because they were once part of the Shichibukai.

How they can they protect her? Unless Mihawk personally guards the island, they can't do anything against anyone strong enough to threaten her. Amazon Lily isn't some extremely weak island where any Marine with a ship can wreck the place... they would need at least an Admiral level fighter to...

It's not that Big Mom and Kaidou couldn't do what Shanks did it's just that they were too arrogant to do so. Even up to her defeat (which is circumstantial as hell) Big Mom didn't treat them as equals.

Smile were trash... but Kaidou knew precisely what he was getting so it couldn't be considered a scam. Sure it had a 10% 'success' rate and most of those turned out bad enough to drive a person to suicide but I'm sure Kaidou was planning to get rid of the failures and only keep the decent ones...
