Did I lie? Is Kat not the most skilled user of fs in op? His fs is practically passive while Luffy, Shanks and Kaido only use it when necessary. He is defo the weakest of the lot but his mastery of fs is what makes him a high tier. Take that away and he gets beat by Dressrosa Luffy, Doffy, Law...
