Nah I don't think so. Sanji has had great development and pay off from pre timeskip to current lol. I think Oda is struggling balancing the way he wants to write Luffy and the way he needs to be written, if that makes sense.

I wouldnt say so. After he unlocked Gear 2, Gear 3 and Gear 4 he pretty much took fights more seriously (outside of a few exceptions of course) until Gear 5 came around and he threw caution to the wind. Nobody was complaining about how goofy Luffy was fighting before he awakened his fruit lol.
