Oda is just writing Luffy vs kizaru as an opportunity to showcase a bunch of funny/unique fighting sequences since they may not get the chance again after this arc, Luffy is focussed on protecting punk and co/not giving 100% in the fight and kizaru is more invested in his mission/internal...
