It's not bold. Lucci is likely stronger. He clashed evenly with Sabo in film Gold in a scene directly written by oda. He's probably at the top of CP0, this guy is crazy strong, as strong as King or Katakuri in my book.

Maybe Oda just wanted something more... surprising ? Everything doesn't need to have crazy foreshadowing and intricate set up for it to be good writing. We had an entire arc gravitating around Germa technology and Sanji's genes.
