Because Kanmei already performed a superior feat of strength - sending Moubu flying together with his horse. If Kanmei can do that then there's no reason to believe he doesn't have enough power to put Moubu on...
I'm making this thread, because some people are under the impression that Man'u performed better then Kanmei against Moubu, so I'm here to break it down and debunk that.
1. First let's look at the Moubu vs Man'u duel.

Ousen recruited Akou many years ago when Ousen was still "in the shadows" and it was never stated that Akou was a great general himself.
Shin geting promoted to great general will likely not happen that soon. I'd say at least 1-3 more years before he gets the promotion.

The knighthood tradition is weaker in the north, but it's not completely rejected.
Jorah Mormont was a knight, Bartimus and Helman Tallhart too and they are all old gods followers. Even Bran wanted to be a knight at some point.
One interesting thing about Han is that few years after they were conquered in 226 B.C they launched a failed rebellion. This makes me think the current arc might not be the last time we see them in action.

Garlan has potencial to be a monster, but for now it's not clear where he stands. Him sparing with multiple people at the same time is not as impressive if you consider the feats of some of the top tiers.
Gregor definitely should be moved up a tier.
The Rougue Prince on the other hand I think is too high, since he doesn't have a lot of feats.
Qhorin Halfhand is top tier, since in actuality he's Arthur Dayne who faked his own death.
Han is not Chu. It was said on more then one ocasion that they have the weakest military in China.
To me moderate expectations is him being around Ordo level.
