That is canon and Oda made the bounties like that. I can see Sanji and Jimbei hitting billions given their desire opponent from how it's looking who they face.

Honestly after arc Luffy will hit Yonko lvl or close to it while Sanji, Zoro, and Jimbei be his YC lvl Commanders and I expect the others to be YV lvl at least to keep up a lot more.

Difference is they were shown more together after and doing combo strike on one ship while arguing who did it. It's not case with this one when panels are separate and Luffy ask only Jimbei to come to his side, not Zoro. Wouldn't call it one and the same.
