Luffy isn't getting any powerups, nor does he need anything. He just needs to refine his tools. He has all advanced haki forms and unlocked the devil fruit. He just needs to master them and use them effectively. G4 could have been resolved in Wano, but Oda's IQ is not good enough when it comes...

Oda is not so strict with shonen rules...if he was, G5 wouldn't have come in wano but maybe after elbaf or in elbaf....Kaido was a top 1 character, Luffy ain't.... so except Imu and Akainu (if retconned), none can be stronger than Kaido....
