Nah not stronger. The main reason for Loki being free is because Luffy, on two occasions, said he can deal with him. Still too strong though.

The only 2 things stopping Loki from being an eligible candidate is him being too big, and being too strong(stronger than at least Sanji which wrecks the M3 dynamic). If Loki can change his size, and Sanji surpass Loki in Elbaph, problem solved.
