Yes that was what I thought. But One Piece is a weird universe and Moria, Kaido etc... might be human (Machvise was a human with a beaver tail for example so why no humans with horns). So the third missing race isn't necessarily an Oni race
Linlin said she was missing three races : Lunarians, Giants and something else. So my guess is that Kuma is part of this third race (if this third race isn't a demon type race like Moria). Although he very well could be a wingless Lunarian since he also has dark skin.
