It's a tone issue. Are we supposed to sympathize with Ginny but also root for everyone who's acting like an animal toward Shakky? I get that he often shows both sides as somewhat sympathetic, but the tone issue this time is very glaring. Wano also had some of this going on.

It's probably referring to Garp since that's his nickname, but there are definitely several people who are going to be heroes in GV! Ginny, Ray, Garp, Dragon, Roger(?), Gloriosa(?), plus hopefully a Kuja ship arrives
