No it's not. Food fueled him, but as far as I can tell, never outright powered him up. And it's clearly not a gag since Luffy was staying back overfeeding himself after sensing Imu's presence, instead of straight up going for him as Luffy usually does against enemys...

How is this even a debate? Are you telling me Oda couldn't have drawn action scenes, fights (concluded or not) nor any injuries, because decades later we see some of the characters alive? Don't get me wrong, I wasn't expecting a full scale war, but we've gone from this massive confrontation...
