We only know about a single dragon from Ryuma's past, which we don't even know if it's a variant of the fish-fish fruit like Kaido's or an actual one. So that is not a concrete example. The story of monsters is not canon, only the character of Ryuma and the event of him slaying a dragon is canon.

Has there been an instance of actual mythical creatures in the story? Do you really believe Oda is going to go out of his way to open a can of worms by making him an anomaly?
