That's simply headcanon lol. We don't know how badly they were nerfed. But Oda has characters constantly repeat that the raid injured a lot of people. Even to the point where Shanks wondered if Kidd weeks later was still hurt.

Oda has consistently shown that characters were injured a week after Wano.
Why does Shanks have to ask if Kid is alright days, maybe even weeks after everyone left wano?
