Bao Huang literally said Luffy has the highest bounty in the invading force in the spoilers. That means Marco's bounty is lower than 1.5 bil.

Defeating two sweet commanders gave Luffy a higher bounty than Marco. Even though Marco was with the WSM for 30 years and tussled with admirals.

The problem with saying Marco > King is that King may very well defeat Marco in the upcoming chapters. The focus of this arc is the beast pirates. If you wanted to hype up King, what better way to do it then have him defeat Marco? I still have Marco > King, but I’m super nervous.
