Well he is defeating Mihawk by the end of the series or surpass him in the very least... so overall this is occurring regardless of CoC. Mihawk has all requisites for being defined as a great pirate.
Based off what Zoro can't defeat a conqueror? This is One Piece and characters don't trigger their full potential immediately... for all we know Zoro will trigger CoC just before the story ends and defeat another potential CoC user (Mihawk). Just because something feels unlikely it is not fair...
If he is fighting Kaido and other novas eventually aren't there has to be a reason, just like the reason why Oda makes him state those words after bestowing Enma upon him and making him undergo the training. It definitely can't all be coincidence. Way more elements than with Luffy are present...
This logic is broken cause first of all we can't enter Oda's mind and assert if X was that strong he should have fought Y otherwise he isn't.
Oda simply did spare Zoro till this moment and wanted Luffy to beat Doflamingo and Katakuri. It doesn't necessarily mean that Zoro will never shine just...
