In the real world yes, Carrot is completely unqualified.
In One Piece world a moron like Luffy is the greatest leader the world has seen and an eight year old Momo has just been made Shogun of Wano.
Because he isn’t.
Bon Clay has the same voice actor as Franky. Oda loved what he did with Bon Clay and changed around Franky’s character and introduced him earlier than was planned just to get the VA on the show permanently. None of whoch would be necessary if Mr 2 was to join.
My gut feeling is no stowaway and that the SHs are sailing away with a clean slate (is Caribou even there) but I don’t think we can say for certain yet.
Presumably next time we see the Strawhats some time will have passed and that will answer it for good.
Ngl Yamato not joining doesn’t bother me much (although I think the way it was done was terrible) but I’ll take a full-on strop if Carrot does.
Which I think is entirely fair because of how Oda‘s treated her.
It would be genuinely hilarious if we saw a scene from Carrot’s perspective of her bursting out a box, shouting surprise, only to be surrounded by Kid’s crew of crazy looking heavy metal goons
Oda forgot many plot points this arc
Now they might have one with no Momo or Kin or Law, but, uh...
Yeah I‘ll make a new one when the new arc properly starts. There’s usually a few “rest of the world reacts” chapters when an arc is finished, I’ll wait until that’s done.
If we’d been given a good finale scene like we got with Jinbei that would have been annoying, but a good enough argument
But Yamato’s literally punted to the side to focus on Momo, so it doesn’t really make me care or want her to join. There’s more reason to want Momo in the future since...

So my overall thoughts
Yamato
-still the bigger deal, as she has been since she entered the story, that’s why her scene is the cliffhanger ending
-her deciding to stay would make Momo’s decision to sacrifice his childhood, grow and get his big moment against Ryokugyu rather wasted. Plus would...
She can’t become a Strawhat right now, after Wano, where she’s been so completely shit and ignored. That would be... awful.
If she does stowaway and Oda genuinely bothers to spend time on her next arc? Good chance of her joining at the end.
A nightmare scenario
-Yamato goes away with them
-so does Caribou
-Momo flies away and leaves behind Kin by accident
-Carrot has stowawayed
-Law somehow gets left behind on the Sunny as well
-Marco shows up and asks for a lift
-Oda doesn’t confirm any of these characters as Strawhats and this...
For maximum meltdown’s I still want Luffy to refuse Oden Yamato as a cliffhanger then accept Yamato Yamato.
But I think it’s just going to be a bogstandard “Let me join” “okay”
Momo telling Yamato specifically and none of the samurai to stay out of the fight seems tailor made to be setting up him wanting to prove that Wano can protect itself without her so she‘s free to follow her dream.
