The first part is true, they could not cut Kaido now.
We get a zoom on Kaido's clean neck and Zoro's unhappy comment to clarify that.
At least Zoro can get more out of Enma, and with all the build up he is guaranteed to cut him in the future :super:
So this confirms both that he already received the power up as result of taming Enma, as well as that he's reliant on Enma to damage Kaido :super:

KAido's not going to be the most evil bad guy we've come across. Look at him laughing like a goofball when he thought Luffy could be as great as those he reminded him of.

Oden went at Kaido by himself. If it was meant to be a clear cut direct paralel with Zoro at that level and meant to surpass it, wouldn't he also be set up to 1 vs 1 Kaido ?

I do think he will fight and defeat King, which will be more than Killer who's standing off against the Yonko will achieve.
We've seen Oden after he sailed through the whole Grand Line, found One Piece alongside Roger, and returned to Wano.
At this point Zoro's not that far into his journey to require to already surpass Oden, he just need to show that potential.
Eventually being eventually.
He does not have to surpass Oden this arc for Wano to conclude in proper manner, and Kaido to have to recognize that a "monster samurai" was born again after Oden.
What are you getting so flustered about ? Even if that's not a thing for that particular panel, it will be a thing by the end of the arc in the sense that he will make them believe that he can achieve what Roger did and become the next Pirate King.
