In terms of DC it is. In terms of AP garp's attack is obviously more powerful but its hard to evaluate. When he will fight shiryu or any other BBPs we will get a clear picture

Prime garp is roger equivalent. Depends on the drop of strength due to old age. His haki should remain constant. His physical stats are a tier below
