It is literally shown in the manga that the WG has a different fleet and ships from the Marines, it is not rocket science it is literally in the manga.

These are not marine ships, they are ships from the World Government which are two separate entities. The Marines rightnow are dealing with the Shichibukai, so rather than Oda not paying it looks like you are the one doing it xD
