It Doesnt matter who these characters fight as long as they can go all out and display their abilities it really shouldn't matter who they fight honestly. Because, How strong the characters are and how strong people think they should be are two completely different things.

From an artistic standpoint its probably much easier for Oda to draw sanji fighting without the raid suit. That invisible shading thing oda does is definitely not easy to do. He'll probably have sanji use the raid suit in certain circumstances.... like to tank a very powerful attack last minute.

Thinking about it now, Sanji has never used the raid suit for power........ Its always been to save people or hide his identity. Seems like oda will use the raid suit for mainly stealth/ convenience purposes.
