If that statement isn't valid. I can see him being the same age as Ouki in Bayou 60s or early 70s like Renpa at Sanyou, by the time we hit Chu.

That statement being false wouldn't change the likelihood of Kou En being active in former Qi territories ~65 years ago. The only thing it changes is whether he has the longest service record in Chu history.
It is certainly possible, but I think if Hara had committed to a design, we wouldn't be +500 chapter past his first mention without a design, silhouette or some details.
I don't think he was involved in the coalition nor where his "Conqueror of the east" hype comes from. But that statement would be the counter to my point him not being that old, since if he already has the longest service record during the time coalition, he'd need to be Mougou/Choutou age by then already.
