and the fact that shiki, isn't there it's legit the people kaido only encountered, marines dont 1v1 they dont have time unlike the pirates, you seen how easily they replaced akaniu and aokiji with new admirals there's more top tier in the world other than the yonkou, than they have the Rev army to deal with also
