Saying they are the same character just means Ryuma is a character he designed for the Story for Wanted, and brought that character to the One Piece World. However their roles were different within their respective verses.

Do me a favor, explain why Ryuma was in the Wild West, fighting a Western Dragon in Wanted, and how that connects to him slaying a Dragon in Wano, which Geographically would have had Eastern Dragons.

Like you can legit read Wanted for yourself to see that it in no way shape or form takes place in Wano.
