The supernova title refers to any pirate who has a bounty over $100million before they reach the new world. They are also known as super rookies. The 11 supernovas is just referring to the 11 super rookies who arrived on Sabaody all at the same time, which was a larger amount than usual. Ace, Caribou, Cavendish, and Bartolomeo were also considered supernovas just for reference.
Thus Sanji cannot be a supernova because he did not have a bounty of over $100million before reaching the new world.
The worst generation refers to the 12 pirates whose recent actions have had a significant effect on the world, and 11 of those pirates naturally happen to include the 11 supernovas. But this group also includes Blackbeard, who was not a supernova, simply because he also made massive waves at the time. More importantly, this group of pirates specifically earned this title in the transition between the Golden Age of Pirates (Pre-Marineford) and the New Age (Post-Marineford).
Their actions were notable and they were earmarked as a troublesome incoming generation of pirates as the ages shifted from old to new. Anyone that wasn't included on this list already, isn't suddenly gonna become part of the worst generation. It was a one time thing.
So as much as I love him, just by technicality alone Sanji isn't gonna be on that list either.
