I want to agree, but Kaidou having previous 100 match against strong warriors must reduce something from him. However small, it did reduce Kaidou from his full performance. While Luffy just fought a lil bit here a lil bit there. So we cant compare Luffy's powerlevel precisely against Shanks and BB, since Kaidou had been reduced however small.
More importantly even if Luffy takes the WSC title even if its not the title itself but rather only powerlevel-wise, BB will surpass both Kaidou and Luffy, having an even more superior title like Ultimate Being or something. And Shanks is tricky but he is an absolute AdvCoC Master, we can't discount someone who is specialized in absolute AdvCoC Master his entire life.
