Seriously, what did you expect from the dude who was hyped as the 1v1 king, yet has not won a single 1v1 against any of his peers and in fact resorted to hostage taking to avoid a fight despite that apparently being the central motivation of his character.
Laido of the 100 hostages never was and never will be the competent antagonist the series deserves.

He is competent. Queen did this out of PIS because Oda can't logically write SH 5000 vs 30000. Which is why he introduced Tama ( most convenient BS) and Chopper virus thing and Queen avtimg stupid. Even had Queen give them the cure. He literally 🤣 wrote the impossible for SH to win, so created stupid situations and duex ex Tama.

To reduce Kaido's forces the marines most likely is gonna join the fight in act 4 so now they don't need to send many troops 
plus 400 gifters , Tama made punch of the kibi dango . so the alliance will have at least 10000 after this chapter.
10000 vs 20000 is good since the best foot soldiers are the gifters and they are joining Tama.
the advantage is already on the side of alliance.
To be fair, the ones he said it to were all the more useless type of fodder. They are, as far as Queen is concerned, about to die anyway, and they were clearly acting rather rebellious already. The fact that they were questioning Queen at that point was evidence that the straw hats had already broken their spirits.
But, you still don't seem to understand the Beast Pirate's main Mode of Operation: the Beast Pirates are a group that try to work by crushing the spirits of those beneath them, allies or enemies, until they feel so helpless and put down that they give entirely into demands.
Queen's speech might've been the sort of thing which might cause somebody to switch sides, but it also might be the sort of thing which causes severe disillusionment, resulting in the Beast Pirate fodder fighting more vigorously for the winning side, which, looking at the numbers, is still clearly the Beast Pirates, or to turn rogue and fight entirely for themselves, which would also be a favorable outcome for the Queen, since then they'd go after Chopper who might still hold the antidote.
If the Strawhat Pirates weren't so morally immaculate that the Beast Pirate Fodder decided to trust them anyway, what Queen did would've been an objectively good tactical decision.

Let fodders fight fodders... The only relevant ones whom I think will switch sides would be the Oniwabanshu and the Mimawarigumi, the Smile Headliners, Apoo and Hawkins...
That also means that the BMP will arrive soon... It's just a way to further even up the numbers...
And oh, you know Kaido has been that overconfident since then and never improved himself... Those fodders with him, they just lost their will and eventually fold to Kaido... If an ounce of that will comes back, they will eventually rebel...
Even Queen's statements heavily hinted that there would be more betrayals...
