I don't have problems with some of those arcs. Like in FI we had great flashback and it is supposed to be an intro after time skip. So I can tolerate even though villain was sucks.
LRLL I read it around 20 years ago in my teens. And I remember I was laughing af. It was so funny for me back then. Amazon Lilly was n intro that leads to MF, it was expected to be chill.
If I have to choose which one the worst among those 4, I have to pick PH. Like dude, the SHs was just got out from 2 years training and what we got were:
1. Half of the crew stomped by Law with their personality swapped.
2. Zoro toyed by Yeti cool brother
3. Luffy almost dead by Caesar
4. Smoker was really humilliated. Like wtf dude.

Still nothing could beat Wano in terms of the most disappointing arc for me. Dressrossa was close 2nd.
