Vinsmokes are a Family of Royal Bloodline 10 out of the 25 confirmed Conquerors Haki users come from Royal Bloodlines,
Shanks,Doffy,Oden,Loki,OG Gorosei & IMU
11 if I include Garling 12 if you include Shamrock (who are not confirmed yet)
we'll stick to 10 for credibility purposes, Shanks,Doflamingo, Oden, OG 5 Gorosei, & IMU. that's 40% of conquerors haki users with Royal Blood.
Being of Royal Blood Sanji is a Prince, the most prominent Prince in his family. In Royalty the next step above Prince is KING.
2. LEADERSHIP
The most common trait Conquerors Haki users share is Leadership
19 out of the 25 Confirmed Conquerors Haki users have lead a group of individuals
Zoro, Yamato, Katakuri,Loki, Scopper, and Rayleigh are the only outliers who haven't led a group of individuals on multiple occasions
Ray and Scopper we just dont have proof of them leading anything, Yamato was not shown leading, Zoro hasn't really been shown leading groups , although he was gathered followers before.
Loki we were waiting to see..........
Katakuri would be the closest but Big Moms crew moved as she moved not the other way around.

The dialogue by Scopper in Chapter 1152 was actually subtle hint by Oda , in regards to how Sanji's Conquerors Haki works.
It's reference to Sanji having more than one presence within himself. Created by the internal struggle of rejecting his family and then putting on the Raid Suit that triggers Germa Abilities.
Teased in Chapter 1031 Sanji's 2 Presences are:
The Regular Flesh & Blood Sanji

The Warrior of Science that Has the Presence of a Supreme King
The Phenomenon is called DUAL PRESENCE
this concept of one character having more than one presence was first hinted at in Ch. 225 April 8th,2002.

It’s very much Oda’s style for the unwanted prince to be the most ideal king.
Sanji possesses all the traits you’d have in a leader: kind, feeds the needy, protects the vulnerable, and doesn’t tolerate violence against women.
Sanji going to have CoC or some kind of equivalent through whatever the fuck Oda decides Power of Love means - I think it’s just a form of Haki that’s about projecting one’s feelings to protect, but we’ll see.

Him rejecting them so much is why the ability isn’t Passive, Its why he has to turn it on and off. It’s part of who he is, he doesn’t have to accept their ideals. But he can’t forget it’s part of him.

There's a difference between having to accept his Germa side and his Germa side giving him the ability to use CoC. The idea that Judge's evil enhancements at the price of his children's humanity are what makes Sanji a Conqueror would be terrible writing. It'd be much better if the qualities that make him a Conqueror were his natural traits inherited from his kind mother.
Besides, CoC is something you're supposed to be naturally born with, not something you can magically gift to someone through scientific means. It's a spiritual power.
