Vergo is the best among these characters and he is not underrated at all.

He will remain Sanji's biggest rival till the end of the series.

Ulti the strongest Tobiroppo.

Tanked Big Mom's Homie combined attack. Was forcing Luffy to go G4 too quickly because of her headbutt. Quickly recovered from Yamato's sneak Thunder Bagua.

Fucking hot.

Ulti. She fought a mountain of plot armor. But the performance of the others is also respectable.

Ulti is garbage WTF...

Ulti's character is fun. Her fighting performance is outstanding.

Ulti's my fav but I think Vergo's the better char tbh. Very cool design, cool abilities and he was a good antagonist, better and more impactful than Caesar imo. Even the way he was defeated is an iconic moment, whereas Ulti was defeated in a rly silly way.

Last would be Guernica. Oven #3 and Peros #4.
