Queen and Franky aren't robots, they are cyborgs.
Inspector gadget is a cyborg too.
As for zoan form, his human part is transforming, and the mechanical parts are probably designed to accommodate these transformations.

Queen is a cyborg. It is not sure yet how much his body is truly cybernetic, since his character wasn't yet completely disclosed. Only an 1v1 or any type of fight will do so, but I would say that Franky's transformation was set up quite further, of course he is weaker than Queen because of lacking haki and devil fruit powers, at least for now.
