Manga says otherwise. King has way higher AP than Queen. Kings sword is also better than Queens, since it isn't breaking against a meitou which is clad in haki while queens broke on a exoskeleton.

What about the M3 hierarchy? 🤔 they are the wings of the future PK which seems to implicate that they rank second and third strongest in the crew more likely. Coz overall all SHs support their captain, unless it was a matter independent from power levels but that's unlikely imo.
