The rest of the top tiers can tank this while using CoA.

Some high tiers with ancient zoans and CoA should be able to accomplish this feat, since it seems to give a passive durability buff in base.

Zoro tanks it no haki.

The real question is, who can actually walk away from it? Kaido and Big Mom seem to be the only two because of their durability.

Everyone else's bodies die from the waist down like Oden's did.

Depends on the plot, if the plot dimends it then even a random fodder can survive it. That's the thing about Oda's writing style, it's all about what the author needs right there in that particular time, he doesn't care wether it makes sense in the broader sense, whether it fits in the full picture. That's the core issue in Oda's inconsistency, he never cares what's going to happen in the future or what happened in the past, if he needs an "ass pull" for a specific arc or a specific scene then he will get it.
