Because OP is story about dreams and the limitless scope of ambition. Usopp doesn’t hate his dad because he views his going out to sea as a duty he had to do. Kinda of like how a solidier’s kid wouldn’t hate for being deployed
its the japanese mindset is all, im serious btw. look into any manga with bad dads and nine out of ten times their family comes to forgive them. realistically ussop would hate his father but japan dont do that
