Not saying Mihawk won't have it. Being a non DF user he has higher chance of having it and irrespective of that he and shanks are going to be very close in strength. Also Mihawk has black blade shanks doesn't have so he has a advantage already

Prime Garp > Current luffy imo. Garp only with raw power can't match bajrung gun. He is going to have next level haki to compensate
