I wouldn't be so sure. Oda doesn't really seem interested in developing Sanji's Haki. He focuses more on his unique abilities. I'd say the chances are still 50/50. In Sanji's case, Power of Love might still turn out to be a substitute for Conqueror's Haki.
Because Sanji's theme is 3, in this case of his abilities, Haki, Germa (from Judge), and Martial Arts (from Zeff). So Oda had to balance them off.

Zoro hasn't mastered it yet either, but Oda is 100% skipping all the toil and effort in learning to use advanced Haki techniques.
Even if Elbaph wasn't the beginning of the final saga, aint nobody got time for all that.
I see only Future Vision and Observation Killing remaining as rarely abilities, and I'm not even so sure about FV.
At this point CoC is expected and I'm more excited about the potential of their advanced CoA techniques, and FV in Sanji's case as it seems likely he'll develop it.
The first time I heard about Observation Killing, I straight up thinking it was gonna be Sanji's, since
1. it fits his stealth persona
2. to make up for the lost stealth capability, due to RS being destroyed
