If Luffy's awakening was to vulcanise would that make him able to enter gear 4th without haki? But the problem is, how will he breath air into his muscles in the 1st place?

He wouldn't need to breath air into his muscles to switch to gear 4 with awakening. He would be able to turn into it with the control he has over his df and stay in gear without drawbacks.

At least that would be the ideal solution. But is Oda going for that?

He would probably still need his haki to enter G4, bit vulcanization is a proposal I like. And about breathing Oda would probably not make a huge fuss about judging off the so far portrayed long story patterns.
