Why would he have an Admiral codename if he wasn’t an Admiral candidate? Gion and Tokitake weren’t introduced as “Admiral candidates” in manga either. It’s obvious that anyone with an Admiral codename is “Admiral candidate” level

No it’s not obvious. Tensei had a special introduction as head of the investigative branch and was holding a meeting with Akainu and Kizaru. There’s an obvious disparity between the introduction of the two.
He holds an office job afterall, not something you’d expect of an admiral.
The stars were used for fodder marines. I'm guessing Oda will give the marines pirate-like bounties, simply because if not, then what's the point?
The WG already has a power level system of their own, that being doriki. Oda could have just introduced an updated version of doriki that accounts for haki and DFs. But bounties necessitates comparison to the pirates, there's no point in introducing this if the point isn't to compare the admirals and other marines to powerful pirates.
My guess is that Buggy's bounty system and possibly even the WG's bounty system, exists for the sole purpose of power scaling and causing trouble for marines and pirates respectively. And that neither the WG nor Buggy actually expects someone to cash in a 1+ billion berry bounty. For the WG at least, this has to be true, because bounty hunters are all fodder. Anyone strong is either working for the WG or is a criminal. Its probably the same for buggy, who is going to defeat an admiral? The only people on cross guild who can do that are Mihawk and *Possibly* crocodile, who are the true captains of the crew.

Exactly, I also think admirals will get numbered bounties. This was just the perfect excuse by Oda to show their PL levels. Admirals won’t get much screen time to show their hype before they get defeated so Oda goes for direct PL statements. GB saying commanders are bozos, and now the bounties.

I doubt they have the balls to put bounties on Gorosei, that's a heavy insult that warrants immediate extermination. You can expect a buster called with Akainu in the lead to wipe out Crossguild from the face of the earth.

I could also see, if Buggy is tasked with giving numbers, gag scenario where the highest marine (Akainu or maybe Sengoku) cap at 3 billion. A bounty lower than him because he has one lower than Shanks.
