To begin with, they were down Sabo because he was busy rescuing Kuma so they weren't fighting anywhere close to full power.
Not only that they had other objectives, they weren't there to fight admirals specifically whereas the admirals were specifically sent to fight them. They were busy destroying food reserves, rescuing the slaves from celestial dragons. I imagine they didn't want to hurt the civilians any more than the admirals did.
Not just that, the admirals weren't even fighting alone, they actually had backup who were shooting at the commanders.
To summarise: pathetic showing from the admirals.
