Current Events Admirals and Garp having 3B bounty with the Cross Guild system suggests they'd be much higher as pirates

It's an impossible comparison to make regardless.
There's not enough information about Cross Guild's bounty system to make any kind of conclusion.
Firstly, it could be a logical assumption that Cross Guild has far less money to hand out, which may limit the amounts they can realistically put on each individual marine. However, we also don't even know how the Berry currency translates to our real-world currencies.
For example, let's arbitrarily say that the World Government has the budget to allocate roughly two-billion dollars to bounties, where $100,000 is the equivalent of a billion berries. In that case, a 3Bil berry bounty would be roughly the equivalent of $300,000 and each bounty of that amount would be approximately 0.02% of the budget.
Now, even if we assume Cross Guild's budget is as low as 5% of the WG's budget, their $100 million dollar budget would still allow for each 3Bil bounty to only account for 0.3%.
It's purely hypothetical, but there's no way to prove or disprove it.
Furthermore, we don't even have any information on whether or not half-stars/crowns exist in Cross Guild's system nor do we even have a reference point to use in the WG system, where the only person capable of providing one is Kuzan.

But regardless, we need to see Kuzan's WG-issued bounty. If he's between 3-3.5B (I highly doubt he will be below 3B), then we can pretty much say that Cross Guild's bounties are relatively equivalent to the WG. But if he's in the very-high 3B's or even at 4B, then it's pretty likely that the current admirals would at least be in the mid-3B's.

Zoro 2 stars/200M, WG 120M, the star system inflated Zoro's bounty and this wasn't a gag like Usopp's.
With this we can conclude that the Admirals would have a 1.9-2b bounty.
