Yea he bend the need to a yonko and ain't goin for the one piece as for as we know but

He strong enough to get to a yonko base

Went to big mom territory and escaped with ease no confirmed L brulee made up a lie about kid and told the half truth about urouge so her lying on apoo is possible

Decent strong and probably got stronger somehow since days been pasting in wano and he left

Don't need a devil fruit with good defense to have good durability like bege and ancient zoans

A good Spy

Can coward he way in and out still be clean

Never got a huge L or put down completely kizaru couldn't make him faint while other novas did

Only supernova to hit luffy while Hawkins couldn't

Betray people and be cool with them at the end no karma

Can control 10 giants

A great opportunist and survivor

Killer called him powerful

Apoo is kinda like Ceasar and Caribou, they snitch their life through all the chaos. They will survive everything and come out more or less good, but they will never be part of the big player.

He is strong, no doubt, but not on the league of the Roof 5. With people like Apoo and specially Hawkins, he made one point very clear. You cant come to the top if you always take the safe route, you need take to risk and the best outcome is only possible with the greatest risks, like going against the Yonkos.

He has impressive feats but doesn't change the fact he's still a failure. He just like Hawkins rather take the safest in order to survive which is nothing wrong with that hell most pirates would do exactly the same thing he does but he won't accomplish anything without taking any risk. Hawkins even try to convince killer to give up and surrender.
