The people who are mostly calling Roger a fraud are the same people who scale some to the top despite having no feat at all.

Roger is credited with starting pirate era.
Roger was seen as the benchmark to which WB was equated.

Even Kaido was never at Roger and WB level which speaks volume that Roger is anything but a fraud

But we know how Roger became PK, no top tiers to hurdle his way nor he beat them to achieve that.

He had friendly clash with the only pirate who can match him at the time, he didn't beat him and bow to him begging to lend Oden. Stole Big mom poneglyph, hinted to be sneak....etc
On the very least he isn't that mightly powerful invincible monster that dominated all his rivals and get's what he wants like casual believe Roger to be....

Fraud is a big word, Buggy is a legit fraud.
Roger is still top 2/3 pirates in history.

This is not on the people who had that preconceived notion regarding Roger, it's on Oda for doing an absolute ass of a job to pick one stance with Roger's standing throughout the story. He basically writes X flashback, and then modifies all powerlevels within to make the story run smoothly at the expense of common sense.

Ace, Harald are examples of that.

Roger just happened to be in many of these flashbacks with different conflicting interpretations of his power.

It's the same thing with Garp, Sengoku, Dragon and especially Mihawk. They do that not based on their full power showcase dedicated chapter, but only brief clash and few panel as Side Character where the plot progression at that time isn't even about them, which ofcourse they gonna look "weak".
We all know that Shakky scene is quite "bad" but still he is the one that rise to the top like Mihawk, it's just need a chapter that showcase his full power and people gonna turn 180 quick lol.
And for now, to me it's just funny bantering and trolling, but remember tho Garp Fans and especially Mihawk Fans already endured this for a decade so best to say not to get butt hurt.

Well there are two sides of the story. The side created by the WG propaganda saying Garp(alone) is the one who broke apart the rocks pirates, who we know is a lie.

And the part where we know Roger was involved with the Government simply having decided to hide it, and in the single panel we saw Xebec fighting, it was with Roger, although Garp may or may not have come later since he was looking for Roger

The question then is to know what is the real truth. Did Roger and Garp got equally involved against Xebec? Did Roger beat Xebec on his own?

All those questions should be settled in GV.
