Looking at it really there is no ambiguity for Japanese, as the term that is used there explicitly states that their DF does not have the greatest offensive power, the ambiguity only occurs when it is translated from Japanese to English, as it has plural meanings, they are so dumb to translate from Japanese to English that until recently called the beast pirates "the pirates of the animal kingdom".
Aokiji's DF was equal to that of Magu Magu, giving meaning to the translation where it says that its offensive power is only in the same league as the other existing ones.

Animal kingdom pirates is a possible correct translation. The term hyakujuu may literally break down to "100 beasts" but it means "all kinds of animals" or "the animal kingdom". When they call the lion the King of Beasts it's not kemono no oo/beast king it's hyakujuu no oo/king of all the animals/king of the animal kingdom
