Latest chapters sealed Imu's fate of never reaching the final villain status and just being a team up fight for Goofy and Blackbeard or at least Blackbeard only:

Akainu also has the:- Biggest army in the world
- Seraphim
- 5bil bounty vs 3.9bil
- 3 strongest underlings in the world (Kizaru, Aramki, Fujitora) vs Blackbeard's (Shiryu, Laffite, Pizzaro)
Which obvious logic dictated that the character with stronger underlings is left for later in the story in order for MC's underlings to get strong enough to take on.
