Is this a serious question?
First, because it was needed Mr.2 to escape from Alabasta.
Second, he didn't get it since Oda already had in mind some plot with the Vinsmokes so he couldn't expose him at that moment. That's why in his first bounty Oda again made some mental gymnastics and came with that idea of making the photographer dumb at the last moment for no reason at all.

not warranted, when there wasn't anyone with a sliver of idea to his schemes since little garden.
especially those they barely know of..

True that, and additionally.. does smoker even know sanji's epithet in Alabasta.. i don't assume he knew anything about sanji even in louge town as well, while zoro was known even in the grandline

- the number 77 is a smooth number, fits Sanji
- significantly higher than most first bounties, makes him look good but was late enough to fit "third place"
- hilarious drawing with a whole side story devoted to it
- establishes the theme of getting a good bounty, but having it also hurt his pride
No, Alabasta was not the time. It would have taken away a little from Zoro to give Sanji little in exchange.
For a reason in story, I think you can just point to not having enough presence. Luffy didn't get a bounty for his first few encounters.
